Aqua-Africa believes that democracy is not limited to developed nations. The spread of democracy— especially liberal democracy— benefits the citizens of developing nations, promotes international peace, and serves U.S. interests. However, Aqua-Africa also recognizes that the existing model used to export democracy by developed nations - top- down democracy that provides aid to oppressive regimes to implement democratic reforms — often leads to systematic abuse of power and corruption. Additionally, this method demands the use of both diplomatic and military force and places a financial burden on the organizations that administer aid.
